Homeland Security Grant Program (HSGP)
What is HSGP?
The FY 2023 HSGP provides funds to eligible entities to support state, local, tribal, and territorial efforts to prevent terrorism and other catastrophic events and to prepare the Nation for the threats and hazards that pose the greatest risk to the security of the United States.

- Eligibility Details
NM DHSEM is the only eligible entity eligible to apply to FEMA for HSGP funds. Funds are then distributed to tribal, county, and city agencies across the state through a pass-through application process. See FY23 HSGP NOFO for addition information.

- Recipient: A non-Federal entity that receives a Federal award directly from a Federal awarding agency to carry out an activity under a Federal
- Applicant: A non-Federal entity submitting an application to the Recipient for assistance under the Recipient’s Federal
- Pass-through entity: A non-Federal entity that provides a sub-award to an Applicant to carry out part of a Federal
- Sub-recipient: An Applicant that receives a sub-award from a pass-through entity to carry out part of a Federal

Sub-grant Information
- No later than March 31, 2023 – Subrecipient Risk Assessments completed by DSHEM staff
- April 7, 2023; Release of SHSGP 2023 State Funding Announcement and Allocation Methodology, and Application
- April 10, 2023; SHSGP 2023 State Funding Announcement and Allocation Methodology and Application posted on the DHSEM website
- April 17, 2023; Application Webinar at 3:00 pm (to be recorded and posted)
- April 13, 2023; Question submittal deadline to DHSEM
- April 14, 2023 – Subrecipient Risk Assessment results distributed to subrecipients
- April 20, 2023; DHSEM response to questions released
- April 29, 2023; Local Jurisdiction IPP Multi-year Schedule submittal deadline to DHSEM
- May 5, 2023; Applications due to the State
- May 8 – 10, 2023; DHSEM Review of applications and Request for Information (RFI) process
- May 11 – 12, 2023; SHSGP Application Review Committee
- May 15, 2023; SHSGP Application Review Committee’s Recommendation for Allocations submitted to the Cabinet Secretary or designee
- May 18, 2018; State SHSGP application due to FEMA
- 45 to 60 days following FEMA’s award of funds to State; award and denial letters sent to applicants
- 45 to 60 days following FEMA’s award of funds to State; Sub-grants awarded to applicants (Sub-grants will be sent only after FEMA awards the grant to State)
